Defines zero-emission industrial trucks as Class I, II, or III industrial trucks that produce no criteria pollutants, toxic air contaminants, or greenhouse gas emissions when stationary or operating

Provides grants to businesses and corporations for purchasing or leasing zero-emission industrial trucks, with grant amounts of at least 10% of the vehicle cost based on vehicle type, energy source, and weight class

Requires eligible trucks and their components to be produced in whole or substantial part in the United States, its territories, or possessions, with final assembly occurring domestically

Funds the program through annual legislative appropriations or other state funds, including the clean energy fund, with grants awarded based on fund availability
