Exempts the South Onondaga Fire Department in the town of Onondaga, Onondaga County from the state requirement that non-resident members cannot exceed 45% of total fire department membership

Adds the South Onondaga Fire Department to an existing list of approximately 20 fire departments across New York State that already have this exemption

Other exempted departments are located in counties including Orange, Broome, Erie, Onondaga, Fulton, Cayuga, Monroe, Chautauqua, Tompkins, and Greene

Updates gendered language throughout the relevant section of the Not-for-Profit Corporation Law, replacing "he or she" with "such member" or "they"

Takes effect immediately upon passage
