Requires the Department of Health to issue certificates of qualification to clinical laboratory and blood bank personnel who meet minimum qualifications prescribed by the department in accordance with federal regulations, including board certification

Removes "directors or other persons in charge of laboratories" from the list of public health personnel whose qualifications the department prescribes, shifting authority to federal regulatory standards

Amends Public Health Law sections 573 and 225 to clarify qualification requirements for laboratory personnel

Takes effect on the same date as the related 2024 law (S. 8966-A/A. 9235-A) amending clinical laboratory and blood bank certification requirements
