Expands eligibility for the Veterans Tuition Awards Program to include veterans who served on active duty for at least four years, or those who participated in hostilities after February 28, 1961 as evidenced by receipt of Armed Forces, Navy, or Marine Corps Expeditionary Medals

Explicitly lists Vietnam, Persian Gulf, and Afghanistan veterans as eligible for tuition awards under the program

Changes the tuition award calculation to be based on undergraduate tuition rates charged to New York State residents at SUNY, removing the previous inclusion of graduate tuition rates

Specifies that awards shall not be reduced by federal Montgomery GI Bill benefits or federal Pell grant funding

Delays the effective date of a related 2024 law expanding veterans tuition awards eligibility from immediate effect to July 1, 2025
