Requires the Commissioner of Health, in consultation with the transplant council, to create regulations governing the commercial trade of human reproductive processes involving semen donation

Limits the number of live births from a single semen donor to a maximum of ten

Establishes a central tracking registry for semen donor information, to be reported by reproductive tissue banks, insemination/implantation sites, and semen processing facilities in New York

Registry must track the number of live births per donor, donor health information at time of donation, and other information the commissioner deems appropriate

Regulations must maintain anonymity of both donors and offspring while governing access to registry information
