Modernizes the state aid mechanism for certified home health agencies by replacing the previous per capita funding formula (25 cents per person or $200,000 minimum per region) with appropriated amounts distributed through increased Medicaid rates and/or direct payments

Expands eligible uses of funds to include services for high-cost, high-need, remote, underserved, and diverse populations, as well as those with special care needs

Authorizes funding for workforce development initiatives including recruitment, training, and retention programs for home health nurses, therapists, social workers, and aides, with specific support for tuition assistance, transportation, childcare, peer mentoring, and mental health counseling

Allows funding for technology acquisition and implementation to improve service delivery and efficiency

Eliminates the regional health systems agency advisory group review process, instead giving the commissioner authority to approve applications based on department rules, regulations, or guidelines
