Prohibits the sale or distribution of menstrual products in New York containing restricted substances as intentionally added ingredients, effective 12 months after the law passes

Defines restricted substances to include lead, mercury, formaldehyde, triclosan, toluene, talc, phthalates, parabens, and PFAS (perfluoroalkyl and polyfluoroalkyl substances), with the Commissioner of Health authorized to determine additional unsafe chemicals

Requires the Department of Health, in consultation with the Department of Environmental Conservation, to establish threshold levels for restricted substances within one year of the effective date

Bans restricted substances above established threshold levels no later than January 1, 2029, with thresholds set at the lowest feasible level and reviewed every five years

Applies to menstrual products including tampons, pads, and menstrual cups sold at retail, wholesale, or distributed for promotional purposes
