Prohibits facilities from requiring employees to work more than 17 hours in a 24-hour period or 80 hours in a 14-day period, except during declared emergencies like riots or prison breaks

Requires at least 8 consecutive hours off duty after working 17 hours, and at least one 24-hour period off within any 7 consecutive work days

Allows collective bargaining agreements to negotiate different overtime provisions if they include measures to prevent excessive employee fatigue

Mandates quarterly public reports from facilities detailing staffing levels, vacancies, staff injuries and assaults, recruitment efforts, and resident waiting lists
