Prohibits law enforcement agencies from contracting with any public or private entity for DNA phenotyping services, which predicts physical characteristics like eye color, hair color, skin color, and face shape from DNA analysis

Bans DNA phenotyping results from being used as reasonable cause for arrest, in investigations, or as evidence in criminal prosecutions and proceedings

Makes convictions obtained directly or indirectly through DNA phenotyping eligible for relief under Criminal Procedure Law section 440.10

Authorizes courts to issue injunctions to prevent violations, order destruction of DNA phenotyping products, and mandate changes to police department policies and procedures

Requires any physical biometric information from DNA phenotyping already in law enforcement possession to be immediately destroyed upon the law taking effect 30 days after passage
