Requires the NYS Division of Housing and Community Renewal to provide complete rental histories for rent-stabilized units to local, county, or state elected officials who submit Freedom of Information Law (FOIL) requests

Mandates that rental history records be redacted as required under the state Freedom of Information Law, and information obtained can only be used for purposes stated in the application

Requires the Division of Housing and Community Renewal to maintain rent histories of rent-stabilized units for a minimum of ten years

Authorizes the Division to regulate housing units that have been illegally de-regulated, including cases involving illegal construction, illegal conversion, illegal transient hotels, removal from rent rolls, and warehousing

Takes effect immediately but expires on the same date as the rent stabilization law under section 26-520
