Adds mandatory traffic stop instruction to New York's pre-licensing course requirements for obtaining a driver's license, teaching prospective drivers their responsibilities when stopped by law enforcement

Requires the written driver's test to include one or more questions concerning driver responsibilities during traffic stops

Establishes curriculum covering specific actions during traffic stops: pulling onto the shoulder or safe area, turning off the engine and radio, avoiding sudden movements, and keeping hands visible to the officer

Authorizes the DMV Commissioner to collaborate with the Division of State Police and civil liberties organizations in developing the traffic stop instruction curriculum

Requires defensive driving courses (used for insurance premium reductions) to include a traffic stop instruction component, in addition to existing Road Rage and Work Zone Safety components

Takes effect one year after becoming law, with immediate authorization for rulemaking to implement the requirements
