Covers discrimination claims under New York Human Rights Law, including those based on race, sex, sexual orientation, gender identity, age, disability, national origin, and other protected characteristics

Requires the report or statement to have been made before or promptly after the last adverse action, with promptness evaluated based on circumstances including the sensitivity of the matter and the mental state of the person alleging discrimination

Places the burden on the party offering the evidence to demonstrate the report was made under circumstances that make it reasonably reliable

Applies only to civil matters and would take effect immediately for all actions filed on or after the effective date
