Establishes a lymphedema and lymphatic diseases research grants program administered by the foundation in consultation with the Department of Health, providing competitive grants up to $50,000 to New York biomedical research institutions

Creates the lymphedema and lymphatic diseases research and education fund, held jointly by the commissioner of taxation and finance and the comptroller, to receive appropriations, transfers, grants, gifts, and bequests

Requires grant applicants to demonstrate inability to obtain sufficient funding from other public or private sources, with priority given to institutions securing private support or committing new resources to research

Mandates annual reporting to the governor and legislature beginning September 1, 2027, detailing grant recipients, research descriptions, amounts awarded, total project costs, and a list of all applicants to demonstrate future funding needs

Authorizes the foundation to seek federal funding from the National Institutes of Health, U.S. Department of Health and Human Services, and other entities to supplement program resources
