Amends the Real Property Actions and Proceedings Law section 713 to update grounds for special proceedings to remove occupants where no landlord-tenant relationship exists

Replaces outdated "licensee" language with broader "occupant" terminology, covering anyone who entered lawfully but whose legal basis for possession has expired or been revoked

Establishes that residential occupants who have been in peaceful, actual possession for at least 30 days cannot be involuntarily removed except through a formal special proceeding

Removes the previous requirement that a person using force or unlawful means must not have been in quiet possession for three years before the forcible entry

Requires that petitioners seeking removal must have been in peaceful actual possession at the time of forcible entry or in constructive possession at the time of unlawful detainer
