Prohibits urban rental Mitchell-Lama housing companies from voluntarily dissolving for a five-year period, after which the moratorium expires and is repealed

Requires New York State Homes and Community Renewal, in consultation with NYC Department of Housing Preservation, to conduct a comprehensive study on preserving and expanding the Mitchell-Lama affordable housing program

Study must examine program expansion strategies, taxation and financing models to attract developers, income eligibility criteria, optimal geographic locations for new developments, and methods to preserve existing inventory

Preliminary report with findings due within two years, and final report with recommendations due within four years, to be submitted to the Governor and legislative leaders

State agencies and political subdivisions must provide data and resources to support the study upon request
