Amends the New York State Constitution to require the governor to appear in person before the legislature annually to answer oral questions for two hours during a joint session

The timing of the annual question session would be determined by agreement between the Senate and Assembly

Replaces gendered pronouns ("he or she," "his or her") with gender-neutral language ("the governor," "the governor's") throughout the existing bill-signing and veto provisions

As a constitutional amendment, must be passed by two consecutive legislatures and then approved by voters at a general election
