Eliminates the requirement for New York City school district to reimburse charter schools that rent or lease space in private facilities, shifting facility costs to the charter schools themselves

Repeals existing provisions that allowed charter schools to receive rental assistance payments from the city school district for private facility space

Requires the state to pay for any capital improvements that must be made to non-charter public schools when matching improvements are made for co-located charter schools

Prohibits charter schools from including non-disclosure agreements in employee contracts or as a condition of employment

Mandates the New York City Comptroller to conduct annual audits of charter school funding, including any matching funds spent on charter schools
