Amends General Obligations Law Section 15-108 to add a new exemption for releases and covenants involving per- and polyfluoroalkyl substances (PFAS)

Guarantees that any person providing cleanup or removal of PFAS discharge is entitled to seek contribution from other responsible parties

Overrides existing legal provisions that might otherwise prevent PFAS cleanup parties from pursuing contribution claims against other liable parties

Takes effect immediately upon passage
