Expands the definition of "veteran" for civil service exam credit purposes to include those who received combat decorations: Combat Action Ribbon, Combat Infantryman Badge, Combat Medical Badge, Combat Action Badge, Combat Recognition Ribbon, or Air Force Combat Action Medal

Non-disabled veterans with qualifying combat decorations are entitled to 5 additional points on competitive civil service exams for promotion

Disabled veterans are entitled to 10 additional points on competitive exams for original appointment and 5 additional points for promotion exams

Adds requirement that disabled veterans must have received one of the six specified combat decorations to qualify for the additional exam points

Applies to veterans who are U.S. citizens or lawful permanent residents and New York State residents at time of application for appointment, promotion, or retention
