Requires the Board of Regents and Commissioner of Education to incorporate media literacy instruction into the K-12 curriculum, covering internet safety, civility, and digital citizenship

Defines "media literacy" as the ability to access, analyze, evaluate, create, and act using all forms of communication, and "digital citizenship" as skills for appropriate, responsible online behavior

Establishes 19 specific competency standards including evaluating source credibility, identifying misinformation, understanding online privacy and data permanence, combating cyberbullying, and creating digital content

Mandates that library media specialists provide media literacy instruction when available, and requires updating professional teaching standards to incorporate these skills

Requires the Commissioner and Regents to annually review and update the media literacy standards based on current research
