Prohibits the sale, offer to sell, or giving away of electronic liquids (e-liquids) used to refill electronic cigarettes or cartridges for retail, wholesale, or promotional purposes

Allows the Commissioner of Health to exempt registered in-state e-liquid manufacturers from the prohibition

Establishes civil penalties of up to $500 per violation, enforceable by municipality-designated authorities

Exempts prefilled, sealed cartridges that are manufactured sealed and not intended to be opened by consumers

Takes effect 90 days after becoming law
