Requires property owners to submit copies of all permits pertaining to MCI work with any application for a rent increase

Amends multiple sections of New York housing law including the NYC Administrative Code, Emergency Housing Rent Control Law, and Emergency Tenant Protection Act of 1974

Updates gendered language ("he or she," "his or her") to gender-neutral terminology ("such new owner," "such new owner's") in related statutory provisions
