Amends the Multiple Dwelling Law to count floor area multiple times based on ceiling height: spaces over 12-24 feet counted twice, over 24-36 feet counted three times, over 36-48 feet counted four times, and over 48 feet counted five times

Exempts ground floor spaces from the multiplier for ceiling heights up to and including 20 feet, which would be counted only once

Requires mechanical equipment space to be counted as floor area when it exceeds 5% of the total gross horizontal areas of all floors in a dwelling

Includes open areas located underneath a building (when viewed from above) in floor area calculations, with the same ceiling height multipliers applied

Excludes from floor area: cellar space, attic space under 8 feet, rooftop tanks and cooling towers, exterior balconies/porches/terraces beyond exterior walls, and accessory parking space
