Requires the Commissioner of Mental Hygiene, in consultation with the Office of Addiction Services and Supports, Department of Health, and Department of Education, to develop mental health training course materials for teachers

Mandates teachers complete mental health-related continuing education at least twice during each five-year registration period as part of their required 100 hours of continuing education

Training topics must include mental illness, eating disorders, behavioral health disorders, safe de-escalation of crisis situations, and identifying early signs and symptoms of mental health issues

Requires use of evidence-based training programs, including mental health first aid or similar core elements

Takes effect January 1 following enactment, with the Education Commissioner authorized to promulgate necessary rules and regulations
