Establishes a "Housing People and Animals Together" grant program administered by the Office of Children and Family Services and the Office of Temporary and Disability Assistance to fund co-sheltering programs

Creates two parallel grant programs: one for people experiencing homelessness and one for victims of domestic violence, allowing them to access shelter with their companion animals

Grants may fund veterinary services, facility renovations to add kennels, staff training on health and hygiene protocols, and provision of animal food, supplies, and equipment

Non-profit organizations and municipal shelters providing housing to homeless individuals or domestic violence victims are eligible for funding, subject to appropriation

Takes effect 180 days after becoming law and requires consultation with experts including the Division of Housing and Community Renewal and the Office for the Prevention of Domestic Violence
