Establishes that rural hospitals designated as critical access hospitals under federal Medicare law shall receive Medicaid reimbursement rates equal to 101% of their reasonable costs for providing services

Covers diagnostic and treatment center services, emergency services, general hospital inpatient and outpatient services, ambulatory surgical services, and referred ambulatory services

Requires reasonable costs to be calculated using the same methodology as Medicare outpatient critical access hospital payments

For facilities without adequate cost experience, rates will be based on budgeted costs and later adjusted to 101% of actual reasonable costs

Takes effect April 1, 2027, contingent upon appropriation of funds by the state legislature
