Establishes the "hunger-free campus grant program" to award competitive grants to public higher education institutions with campuses designated as hunger-free by the Commissioner of Education

Requires designated campuses to establish a hunger task force with student representatives that meets at least three times per academic year and sets at least two goals with action plans

Mandates institutions designate a staff member to assist students with SNAP enrollment, educate students about SNAP through financial aid materials, orientation, and housing postings, and provide options to use SNAP benefits on or near campus

Requires campuses to maintain at least one physical food pantry or stigma-free food access arrangement, develop a student meal credit donation program or food voucher system, and conduct annual student hunger surveys

Prioritizes grant funding to institutions with the highest percentage of Pell grant eligible students and requires a report to the governor and legislature within two years on program outcomes and recommendations for annual appropriations
