Requires the New York State Board of Regents to hold at least two meetings per calendar year in New York City, scheduled at times to ensure parental attendance and participation

Mandates announcement of meeting location, time, and agenda at least three weeks before each NYC meeting, posted on both the Regents' website and NYC Department of Education website

Requires the NYC Department of Education to notify parent education advocates, teachers, principals, and school administrators about these meetings, including parent associations, PTAs, school leadership teams, and education councils

Guarantees the public at least 30 minutes of speaking time on agenda topics at each NYC meeting, with the public comment period occurring before any board or committee action

Requires all Regents committee meetings to be webcast in the same manner as general board meetings; takes effect 120 days after becoming law
