Increases academic advisor staffing ratios gradually from 1 per 600 students in 2027-2028 to 1 per 250 students by 2030-2031

Requires part-time and adjunct faculty to receive wages and compensation equal to lecturers for comparable hours and duties, and mandates five-year capital plans to address 100% of critical maintenance needs at SUNY and CUNY campuses
