Expands the definition of accident prevention courses to include "out-of-state course" or "national course," defined as any defensive driving course approved by a state other than New York

Requires the Commissioner of Motor Vehicles to promulgate rules and regulations to approve certain out-of-state or national defensive driving courses

Takes effect immediately upon becoming law, except the new definition provision takes effect 90 days after enactment
