Creates a new professional license category called "licensed school psychology practitioner" to allow school psychologists to provide mental health services to children and youth (birth to age 22) outside of traditional school settings

Requires applicants to complete a minimum of 60 graduate semester hours in psychology including a master's degree, 2,400 hours of post-master's supervised experience, and pass a licensing examination

Sets licensing fees at $175 for initial examination and license, $170 for triennial registration renewals, and $70 for limited permits

Prohibits licensed practitioners from prescribing drugs, using invasive procedures, or providing private practice services to students at schools where they are currently employed

Requires consultation with a physician when treating serious mental illnesses including schizophrenia, bipolar disorder, major depressive disorder, panic disorder, and obsessive-compulsive disorder on a continuous basis

Expands the State Board for Psychology from 11 psychologists to include 7 licensed psychologists, 2 licensed school psychology practitioners, and 2 public members
