Requires all temporary housing facilities (including adult shelters, family shelters, domestic violence shelters, runaway and homeless youth shelters, hotel shelters, and refugee shelters) to provide free high-speed broadband internet and WiFi service to residents in both private and common areas

Mandates minimum internet speeds of 1 gigabit per second for both download and upload, or the maximum commercially available speeds in the local district if those speeds are unavailable

Prohibits temporary housing facilities from using, disclosing, selling, or retaining personal information obtained through providing internet access, except as required to deliver the service or in response to a court warrant or subpoena

Shields social services districts, temporary housing facilities, and their employees from liability for illegal activities conducted by residents using the provided WiFi, and removes any duty to actively monitor internet usage

Expands the ConnectAll digital equity grant program to facilitate, fund, or reimburse the provision of internet access in temporary housing facilities as required under this legislation
