Changes party enrollment deadline from the current system (effective immediately, with blackout period from February 14th through seven days after the June primary) to a postmark deadline of 25 days before any primary, general, or special election

Requires mailed enrollment changes to be postmarked no later than 25 days before an election and received by the board of elections no later than 20 days before the election

Allows in-person delivery of enrollment changes to county boards of elections up to 10 days before a special election

Enrollment changes take effect 25 days after receipt by the board of elections, or 25 days after the USPS postmark date, whichever is earlier

Takes effect 60 days after becoming law
