Amends the Public Housing Law to modify the New York State low-income housing tax credit program's project evaluation criteria

Requires the housing commissioner to include fiber-optic broadband infrastructure as a preference factor when scoring and ranking project applications

Projects that commit to using end-to-end fiber-optic architecture for broadband service delivery will receive favorable consideration in the application process

Takes effect immediately upon enactment
