Amends the New York State Constitution to clarify that "accrued" pension benefits, as defined by law, shall not be diminished or impaired for public employees in state or local retirement systems

Allows courts to reduce or revoke pensions of public officers convicted of felonies directly related to their official duties, following notice and a hearing

Defines "public officer" broadly to include elected officials, gubernatorial appointees, municipal administrators, department heads, chief fiscal officers, judges, and designated policymakers

Requires courts to consider crime severity, proportionality, and potential hardship on dependents before ordering pension forfeiture

The felony-related pension reduction provision would only apply to crimes committed after voter approval of the constitutional amendment
