Directs the Superintendent of Financial Services to review mental health and substance use disorder parity compliance data and update network adequacy regulations based on national best practices

Mandates quantitative standards for behavioral health network adequacy including geographic distance/travel time, appointment wait times, and provider-to-enrollee ratios

Requires network adequacy reviews to assess whether services meet needs of vulnerable populations including low-income persons, those with limited English proficiency, LGBTQ individuals, persons with disabilities, and those with co-occurring disorders
