Requires applicants to be licensed dentists with outstanding student loan debt from a dental degree program, have completed qualifying coursework, and be employed at a dental school in New York

Provides annual awards of $40,000 to recipients who teach at least 12 academic credit hours or equivalent, with a lifetime cap of $160,000 per recipient

Limits loan forgiveness awards to a maximum of four years per recipient, with total awards not exceeding the recipient's student loan debt

Authorizes a no-bid contract to an association representing New York academic dental centers to develop a uniform curriculum on academic dentistry for the program
