Requires housing authorities to obtain consultation and approval from affected resident advisory boards before leasing or selling any lands, buildings, structures, or facilities under their control

Approval must be evidenced by a letter issued by the resident advisory board after a majority vote of its members

Resident advisory boards are defined according to section 903.13 of title 24 of the Code of Federal Regulations

Dispositions must also comply with applicable federal rules and regulations for property belonging to a housing authority

Amends section 37 of the public housing law regarding housing authority powers over low-income dwelling accommodations
