Requires the Division of Criminal Justice Services to report use-of-force incidents by police and peace officers to the FBI's national use-of-force data collection program

Covered use-of-force incidents include: brandishing or discharging firearms or non-lethal weapons, chokeholds, chemical agents (pepper spray, tear gas), impact weapons (batons), electronic control weapons (stun guns, flash bombs), and conduct resulting in death or serious bodily injury

Reports must include detailed circumstances of each incident plus demographic information on all persons involved, including age, race, sex, sexual orientation, gender identity, and ethnicity

Police departments, sheriff's offices, or the Division of State Police that fail to submit required reports will have 10% of their state funding withheld until compliance

Takes effect 30 days after becoming law
