Covers violations captured by red light cameras, speed cameras, and bus lane photo devices

Requires midwives to submit a signed and affirmed affidavit attesting they were responding to an emergency medical situation at the time of the alleged violation

Allows hearing officers to accept other proof they deem appropriate as an alternative to the affidavit

Takes effect 180 days after becoming law, with immediate authorization for agencies to develop implementing regulations
