Exempts basic life support first response agencies from paying the $200 biennial registration fee required to obtain a certificate for performing waived tests or provider-performed microscopy procedures

Defines "basic life support first response agency" as an agency or organization determined by the Department of Health to be a basic life support non-transporting EMS agency

Expands an existing fee exemption that already applies to voluntary ambulance services under article thirty of the public health law

Applies to agencies operated under section 209-b of the general municipal law

Takes effect immediately upon enactment
