Requires teachers and school leaders to complete at least 10 hours of mental health and trauma-informed care training as part of their existing 100-hour continuing education requirement during each five-year registration period

Directs the Office of Mental Health Commissioner, in consultation with the Department of Health and Education Commissioner, to develop the course materials for this mandatory training

Training topics must include trauma-informed care practices, adverse childhood experiences, social emotional learning, behavioral health disorders, crisis de-escalation, and identifying early signs of mental illness

Requires use of evidence-based training programs such as Mental Health First Aid or similar programs where practicable

Takes effect January 1 of the year following enactment, with immediate authorization for rulemaking to implement the requirements
