Amends Section 3 of Article 4 of the New York State Constitution to require the governor's annual State of the State message be delivered orally in the Assembly Chamber

Mandates the message be delivered during the first week of legislative session with a quorum of both the Assembly and Senate present

Replaces gendered pronouns ("his or her") with gender-neutral language ("the governor's") throughout the section

Requires the proposed constitutional amendment be referred to the first regular legislative session after the next general election and published for 3 months prior to that election for voter approval
