Authorizes the New York Department of Health to engage in and/or support research into the health effects of artificial night light

Research focus includes investigating indicators that nighttime light exposure may be associated with increased breast cancer risk by suppressing the pineal gland's normal nocturnal melatonin production

Funding for research may come from available funds including non-state, public, and private sources

Adds this research authority as a new paragraph (z) to the existing powers of the Department of Health under Public Health Law section 201
