Establishes a five-year pilot program administered by the Commissioner of Health to provide hyperbaric oxygen therapy treatment to veterans diagnosed with traumatic brain injuries (TBI) or post-traumatic stress disorder (PTSD)

Authorizes licensed physicians, physician assistants, nurse practitioners, and other licensed health care practitioners to prescribe hyperbaric oxygen therapy to eligible veterans

Requires treatment to be administered using FDA-approved hyperbaric chambers or devices with FDA-approved investigational device exemptions

Mandates participating providers submit annual reports analyzing cost, efficiency, and recommendations for program improvement

Requires the Commissioner to submit a final report to the Governor and legislative leaders by December 31, 2031, detailing program costs, efficiency, and the number of veterans treated
