Amends the public health law to explicitly include senior citizens (defined as persons 62 years of age or older) as a vulnerable population eligible for supportive housing programs

Expands the supportive housing development program to allow grants to fund housing development and programmatic activities that serve senior citizens alongside other vulnerable populations

Requires eligible applicants (local governments or established nonprofits) to include senior citizens in their plans for developing adequate and accessible housing in the community

Allocates reinvestment funds from general fund savings related to hospital and nursing home bed decertification or facility closures to support housing for vulnerable populations including seniors
