Expands existing restrictions on mandatory overtime for nurses to include all health care workers, prohibiting employers from requiring work beyond regularly scheduled hours

Defines "health care worker" broadly to include unlicensed assistive personnel, service, maintenance, clerical, professional, and technical staff who affect patient care delivery

Excludes doctors, interns, residents, facility management, and correctional facility security personnel (not providing health care) from the definition of health care worker

Maintains existing exemptions allowing mandatory overtime during health care disasters, declared emergencies, unforeseen staffing emergencies necessary for safe patient care, and ongoing medical/surgical procedures

Takes effect 60 days after becoming law and applies to facilities licensed under public health law Article 28 and state-operated facilities under mental hygiene, education, correction, and executive law
