Eliminates the 30-month "look-back period" for asset transfers when determining Medicaid eligibility for non-institutionalized individuals seeking community-based long-term care services

Removes the penalty period that rendered non-institutionalized individuals ineligible for home care services if they transferred assets for less than fair market value during the look-back period

Maintains the existing 60-month look-back period for institutionalized individuals applying for nursing facility services

Allows non-institutionalized Medicaid applicants to qualify for home care services without scrutiny of asset transfers made in the 30 months prior to application

Takes effect immediately upon passage
