Extends the period that adult care facility operating certificates can be suspended without a hearing from 60 days to up to 90 days when public health or individual safety is in imminent danger, provided the department demonstrates reasonable efforts to commence and complete a hearing

Expands the definition of violations that can result in civil penalties regardless of whether they are corrected, including endangerment (fire safety failures, retaining unsuitable residents, systemic practice failures) and harm to residents (physical harm, loss of property, violations of resident rights)

Authorizes the Department of Health to inspect suspected unlicensed adult care facilities without a court order when there is immediate danger to residents' health, with local law enforcement assistance available

Requires hospitals, residential health care facilities, and adult care facilities to be notified of enforcement actions against adult care facilities and prohibits them from making referrals to facilities under such enforcement actions

Mandates adult homes and enriched housing programs post summaries of complaint-based inspection reports resulting in fines, provide inspection reports to residents and applicants, and make void any waiver of resident rights provisions
