Creates a new Affordable Independent Senior Housing Assistance Program administered jointly by the Commissioner of Housing and Commissioner of Health to provide grants for resident assistance programs at qualifying senior housing properties

Defines eligible properties as apartment buildings occupied by individuals over 60 years old living independently, where at least 80% of residents have household income not exceeding 60% of area median income

Resident assistance must promote healthy living and independence but explicitly cannot include services requiring licensure as an adult care facility or assisted living residence

Requires the Department of Health to solicit stakeholder input before issuing grants to ensure assistance programs do not trigger facility licensing requirements

Allocates 60% of annual funds to urban area projects and 40% to rural area projects, with a portion available for program administration
